台中新光三越發生氣爆事故，已造成4死26傷

台中新光三越今日（13日）上午11時許發生氣爆意外，整棟大樓冒出濃煙，據悉事故發生在12樓的餐廳區域。截至目前，氣爆已造成4人死亡、26人輕重傷，所有傷者均已送往醫院搶救；另有2名受困電梯的民眾已成功脫困。警消單位已啟動重大傷亡通報，並對現場進行交通管制。台中地檢署已成立專案小組前往現場調查，新光三越高層管理人員也正在接受相關調查，事故詳細原因仍待釐清。

A gas explosion occurred at Taichung Shin Kong Mitsukoshi around 11 a.m. today (13th), causing thick smoke to billow from the building. The explosion reportedly took place on the 12th floor, within a restaurant area. As of now, the explosion has resulted in 4 fatalities and 26 injuries, with all the injured currently receiving medical treatment at hospitals. Two individuals who were trapped in an elevator have been successfully rescued. Firefighters and emergency personnel have initiated a major casualty report and implemented traffic control around the site. The Taichung District Prosecutors' Office has formed a special task force to investigate the incident, with Shin Kong Mitsukoshi’s senior executives also under investigation. The exact cause of the explosion is yet to be determined.

施工影響管線？

疑因施工影響瓦斯管線？欣中公司否認天然氣洩漏

氣爆發生時，12樓的外牆及玻璃被震飛，爆炸聲響遍布整棟大樓，現場白煙不斷冒出。據悉，11、12樓當時正在進行施工，12樓受損最為嚴重，波及樓層涵蓋9至12樓。根據百貨內部櫃位廠商的說法，可能是施工過程中誤挖瓦斯管線導致氣爆。然而，欣中天然氣公司回應，該公司於10日應新光三越要求，已完成相關瓦斯管線封堵作業，並於13日當天未進行任何天然氣相關工程。

欣中天然氣技術人員配合台中市消防局鑑識小組進行現場勘查，結果顯示氣爆現場的天然氣管線外觀及封塞塞頭均完整正常，無瓦斯洩漏跡象。此外，該公司使用專業儀器檢測，確認未偵測到任何天然氣洩漏或燃燒反應，初步排除氣爆與天然氣有關的可能性。

Gas Line Tampering Suspected? Xinchong Gas Company Denies Leakage

The explosion shattered glass windows and external walls on the 12th floor, with the blast being heard throughout the building. White smoke was seen continuously emanating from the site. It was reported that construction work was ongoing on the 11th and 12th floors at the time, with the 12th floor suffering the most damage, affecting floors 9 through 12. Some vendors inside the department store suspected that the explosion was caused by damage to a gas pipeline during construction. However, Xinchong Gas Company denied any natural gas leakage.

The company stated that, on the 10th, it had sealed off gas pipelines at the request of Shin Kong Mitsukoshi. Furthermore, it confirmed that no natural gas-related work was conducted at the site on the 13th. Following the explosion, Xinchong Gas Company’s technical personnel assisted Taichung’s Fire Department in inspecting the scene. Their findings indicated that the gas pipelines and seals remained intact with no signs of leakage. Additionally, specialized gas detection equipment confirmed no traces of gas leaks or combustion, initially ruling out natural gas as the cause of the explosion.

台中地檢署介入調查，新光三越高層接受詢問

台中地檢署已成立專案小組，並於下午2時許趕赴事故現場進行勘驗與證據保全。新光三越總經理吳昕陽、副總經理吳昕昌及安控長馬振華等高層管理人員均已到場，並配合檢方調查事故原因。

Taichung Prosecutors Investigate, Shin Kong Mitsukoshi Executives Questioned

The Taichung District Prosecutors’ Office has dispatched a task force to the scene to conduct an on-site examination and evidence preservation. By 2 p.m., prosecutors had arrived at the site for forensic analysis. Shin Kong Mitsukoshi’s General Manager Wu Hsin-Yang, Deputy General Manager Wu Hsin-Chang, and Security Director Ma Zhenhua were all present and cooperating with the investigation.

市府下令新光三越停業，最高裁罰120萬元

台中市長盧秀燕在災害應變會議上表示，檢察官已進入現場展開調查，事故原因將以調查結果為準。由於此次事件影響到非本國籍遊客，其中包含一戶四代七口的旅客，市府將與陸委會共同協助家屬處理後續事宜。

至於新光三越何時能夠恢復營業，盧秀燕表示需視檢察官調查進度而定。目前市府已經啟動罰則，初步預估罰款總額達120萬元。此外，都發局依違反建築法裁罰最高30萬元，消防局依消防法第6條、第13條分別裁罰最高各30萬元，共計60萬元。勞工局則指出，若施工單位違反職業安全衛生法，將裁罰最高30萬元。

City Government Orders Store Closure, Fines Could Reach NT$1.2 Million

Taichung Mayor Lu Shiow-Yen announced at a disaster response meeting that prosecutors are leading the investigation, and the store’s reopening will depend on the findings. Given that the incident also affected foreign tourists—including a family of seven spanning four generations—Taiwan’s Mainland Affairs Council (MAC) and the city government will assist the affected families.

Regarding penalties, the Taichung City Government has ordered Shin Kong Mitsukoshi to cease operations indefinitely. The initial estimate of fines amounts to NT$1.2 million. Additionally, the Urban Development Bureau plans to impose a fine of up to NT$300,000 for violations of building regulations. The Fire Department will issue two fines of NT$300,000 each under Fire Protection Laws, totaling NT$600,000. If the construction contractor is found to have violated occupational safety laws, the Labor Bureau will impose a fine of up to NT$300,000.

救援行動持續進行，搜救犬投入現場搜尋

事故發生後，警消單位迅速派遣第六大隊及黎明分隊等16個單位前往救援，動員27輛消防車及62名消防人員進入現場。同時，50名警力負責交通疏導，協助人員疏散及救援行動。警消也攜帶搜救犬進入現場搜索，確認是否仍有受困人員。事故詳細原因仍待進一步調查。

Rescue Operations Ongoing, Search Dogs Deployed

Upon receiving reports of the explosion, fire and rescue teams from 16 units, including the Sixth Fire Brigade and Liming Fire Station, were dispatched. A total of 27 fire trucks and 62 firefighters arrived on-site to carry out rescue operations. Additionally, 50 police officers were deployed to manage traffic and assist with evacuations. Search and rescue dogs have also been brought in to check for any remaining trapped individuals. Investigations into the cause of the explosion are still ongoing.

游小姐說，當時正在看剛上映的美國隊長，開播不到一小時嚇壞了。

民眾游小姐：「沒想到突然就來一下很大力的，我們直接被震離開那個椅背上，我們那場大約是20人左右，又有一些濃煙竄進來，當下我們都是很怕有那個火災的情況。」

至於人在14樓的許太太和丈夫當時也準備要進去看電影，廁所上一半爆炸就發生。跟丈夫也捕捉到梯間滿目瘡痍，更別說電梯嚴重變形。

10樓燈還亮著，但電梯應聲爆裂，疑似因為管線破裂不斷噴水，明顯聽到有小朋友嚇哭了，雖飽受驚嚇，但能逃生已是不幸中的大幸。

內部員工劉小姐：「十樓也變這樣，這裡完全壞掉，九樓這個也壞掉，看這裡完全壞掉。」

好不容易順著逃生梯往下，抵達一樓鏡頭往外拍。

內部員工劉小姐：「外面長這樣子，外面完全超級可怕。」

從語氣完全感受心中有多麼驚嚇，身為裡頭的櫃姐實在沒想到歷經生死一瞬間。

內部員工劉小姐：「我們現在就是都是全員撤離到，就是撤離百貨(公司有特別進一步給你們指示嗎)，沒有特別收到什麼指令，但就是...大家都是撤離，然後晚班都不用來，就是休館這樣。」

民眾游小姐：「不要走電梯，我們走(逃生梯)下去，逃生梯吧，對對逃生梯。」

這則是在13樓電影院外頭，鏡頭清楚拍下滿滿粉塵，現場不時傳出大家的咳嗽聲。
